What is CARES?
CARES stands for the Cardiac Arrest Registry to Enhance Survival. CARES is a collaborative effort of the Centers for Disease Control and Prevention (CDC) and Emory University, Woodruff Health Sciences. The ultimate goal of CARES is to improve survival from sudden cardiac death. The registry is designed to help local EMS administrators and medical directors identify who is affected, when and where cardiac arrest events occur, which elements of the system are functioning properly and which elements are not, and how changes can be made to improve cardiac arrest outcomes. CARES utilizes an internet database system that reduces time involved in registering out-of-hospital cardiac arrest (OHCA) events, tracking patient outcomes with hospitals prospectively, and response time intervals associated with First Responder and EMS agencies.
What documentation do I need to develop an XML file for CARES?
The CARES XML Data Dictionary, XML sample file, CARES schematron, and Change log are primary resources on the CARES website. All links on the XML Upload Process and XML Upload information webpages are helpful as well as the NEMSIS website.
Is there a CARES-specific schematron?
Is Beta testing required to submit EMS agency data to CARES and what items are necessary for setup?
Beta testing an XML file is only required if you are a new vendor to the CARES platform or your product allows for customization in which each successive agency does not or cannot replicate the form fields and mapping of the previous pilot or test agency.
The Agency Name, AgencyID, First Responder/Hospital list with Import Value codes, and County coverage must be provided to CARES in order to set up the EMS agency account. CARES staff will then send credentials for file submission.

How can I see if my file has passed or failed submission and processing?
For REST submissions, file feedback is produced in the File Upload Validation Report. This can be viewed in the agency's beta or production accounts. SOAP submissions can either be viewed with the File Upload Validation Report or by submitting a RetrieveStatus post.
The correct URL to post your SOAP messages to on Beta is:
https://beta.mycares.net/NemsisWsService/Nemsis3WS. You can see what the response to your post would be in the WSDL codes (URL below). If you simply navigate to the URL above, you can see the web service is running, but it expects the fully formed SOAP message with credentials.

In what cases does CARES reject a file?
Only FATAL errors produced by validation against the NEMSIS XSD and CARES schematron are rejected from saving in CARES. When this happens, the entire file is rejected and requires updating and resubmission. Occasionally, an individual incident record is rejected at database level. These cases are reported to the agency and/or vendor contact as they occur.
How should I handle NEMSIS XSD FATAL errors?
CARES does not alter or manage the NEMSIS XSDs in any way. These are managed by NEMSIS; therefore, any issues should be researched by the agency/vendor via the resources page on the NEMSIS website. Alternatively, there are tools available to validate an XML file locally against a specific XSD or XSL file. For example, Notepad ++ has plugins available to validate XML. You would use the same header on your XML file as we use on the website in the sample XML files.

Please include the filename and date of file submission to help us locate your file and records. If there are issues with particular records, please include the arrest dates and incident numbers, in addition to the filename and submission date, if known.
Does CARES retain old XML and file submission result records?
Beginning July 2020, we will only archive the last six month's data. All files and data before that will be deleted.
