The marked regional variation in OHCA patient outcomes and bystander intervention rates among 
CARES communities allows for comparisons of system performance and outcome metrics. The figures 
below compare overall survival rates (Figure 22), Utstein survival rates (Figure 23), and bystander 
CPR rates (Figure 24) among the 163 EMS agencies with ≥200 CARES cases in 2025. These figures 
highlight substantial variability among participating agencies, with ranges as follows: overall survival 
1.0–19.7% (approximate 20-fold difference); Utstein survival 0.0–60.0% (60-fold difference); bystander 
CPR 15.4–81.5% (more than 5-fold difference). The bars in each figure represent communities with 
populations ranging from 100,000 to over 3 million. The red dotted line denotes the national average for 
benchmarking purposes (overall survival: 10.5%; Utstein survival: 33.2%; bystander CPR: 42.5%), while the 
grey vertical lines indicate quartile cut points.
